国际海事组织是联合国的专门机构,负责制定提高国际航运安全和避免海洋污染的措施。

IMO is also involved in legal matters, including liability and compensation issues, the facilitation of international maritime traffic and technical assistance.

IMO has 167 members, representing governments normally through their national maritime administrations. The main focus of IMO is to develop and adopt international instruments or regulations for safe, secure and efficient shipping on clean oceans. Implementation of these instruments is done by Governments.

Some important instruments developed by IMO are:

  • International Convention for the Safety of Life at Sea (SOLAS)

  • International Convention on Load Lines (LL) International Convention for the Prevention of Pollution from Ships (MARPOL)

  • International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW)

  • International Safety Management Code (ISM)

  • International Ship and Port Facility Security Code (ISPS)

In addition, there are numerous other codes and conventions.

DNV is authorised by 80 administrations to issue certificates on their behalf, and attends most IMO meetings in the committees and sub-committees either as representatives for IACS or advisors to major national administrations.
